Wellington City Council - Talent Development Programme
Programme targets and measurement of outcomes
The key targets for the programme are:
- increases in the number of successful sportspeople at international level
- improving success and ranking of individual sports being supported through the programme
- interest in the programme and recognition of the contribution of sports talent development and sporting success to community outcomes.
Measurement of project outcomes is structured into the service delivery contract between NZAS North Island and WCC. It also occurs at the level of the contract between the programme and the successful applicants.
The contract dealing with successful programme applicants covers two aspects. Firstly, processes – have they done what they said they would do? Secondly, outcomes – have things worked?
Increases in the number of carded sportspeople in the Wellington region is one way of measuring success of the programme. This is easiest in the case of individual athletes. Where individuals are part of a team, it is harder to measure success. Another measure of success is improvement in the sports that have been supported through the programme.
There are not yet specific measurements for the programme around talent development benchmarks of sportspeople’s’ impacts on the wider community. Key performance indicators are determined and agreed to by the individual sports and the Academy to measure specific areas of athlete improvement, for example strength, agility & speed work.
