Organisational development tool
ARPASS has developed an electronic tool for organisational development in regional sporting organisations. The tool allows a speedy and simple auditing process. It works by using evaluation criteria to assess the overall status of a sporting organisation. Having identified particular strengths and opportunities for improvement, this information is then put into an action plan aimed at raising the capability of the organisation.
The easy-to-use electronic platform helps users make clear recommendations, monitor progress and develop action plans to improve the work of sporting organisations.
The evaluation criteria are modelled on the SPARC Capability Assessment Tool, which is used for evaluating national sporting organisations (NSOs).
The tool has been tested with three codes – cricket, swimming and athletics – in the greater Auckland region.
GOAL 4: FACILITIES: Development of regional facilities.

Greater Auckland facilities project
The Greater Auckland Regional Facilities Project aims to enhance planning and management of regional sports facilities.
A process for meeting this challenge has been agreed to by all Council and strategy partners and the foundation phases of the project have begun.
The major tasks included within the project scope are to:
- review existing regional research and plans from project partners to centralise the information
- define the significant issues regarding regional facilities provision in Auckland and the reported solutions to these
- develop criteria for assessing regional and national facility standards
- determine a plan for facilities across the greater Auckland region that meets the needs of identified programmes and events
- provide a plan that prioritises proposed developments
- test the viability of proposed facilities with regard to accessibility, transport links, growth nodes, catchment areas, and ability to meet the demands of identified markets and competitors.
This project began with a report outlining the processes and objectives for regional facilities development. The outcome will be an agreed plan of facilities required in the Auckland region and a framework for investment decisions.
To date, this has involved a study aimed at building a regional view of current and future demand for both aquatics and paddling facilities. ARPASS is now working with partners toward integrating and adopting the findings into council work programmes.
