Hutt Valley No Exceptions District Declaration

The scoping report

SPARC contracted Sport Wellington Region to produce the scoping document. This involved interviews with key staff in the governance organisations, as well as schools and sports clubs. The main objective was to assess what steps were needed to deliver a No Exceptions district, and “the nature of the commitment by all parties that was necessary for the declaration to be meaningful”.

The report contained:
  • Overview of the key parties’ understanding of No Exceptions (awareness is a key driver of change in this area)

  • Responsibilities to be accepted prior to a declaration being made, including:

    • gap assessment of services and facilities to be undertaken by each organisation to locate areas for improvement - completed within a specified timeframe prior to implementation
    • training of relevant personnel in No Exceptions, particularly in Councils and DHBs
    • reviewing the involvement of other organisations in the project, including schools and sports clubs.

  • Implementation plan, including:

    • an outline of priority areas for action for each of the project partners
    • the actions were to be integrated into existing organisational processes and funding arrangements
    • this process of change was to occur over a 2-5 year period following the gap assessment.

  • Further recommendations for action necessary to make the declaration meaningful, including meeting to clarify collective understanding about what the project involves, and for key partners to conduct a cost assessment.
