Hutt Valley No Exceptions District Declaration

Project partners/governance group


The project partners that form the governance group include SPARC, Upper Hutt and Hutt City Councils, the Hutt Valley District Health Board, and Sport Wellington Region. Other partners include local schools and sports clubs.

The initiative is a unique example of a partnership between councils, sports organisations, a central government agency, a DHB, schools and the disabled community.

The core business of the partner organisations is varied, and they have different roles in implementing No Exceptions:

  • City councils focus on sports facilities development, staff training, and leisure and recreation programmes. Both councils are committed to ensuring No Exceptions objectives are incorporated into their usual business activities
  • Hutt Valley DHB focuses on linking No Exceptions principles with the delivery of physical activity and recreational services. DHB staff are trained in No Exceptions practice
  • SPARC’s role is to progress implementation of the No Exceptions strategy, and to support stakeholders in meeting the national vision. Initially, SPARC took a key role in co-ordinating project development. SPARC funded both the scoping work and the launch of the district declaration
  • Sport Wellington plays a key role in co-ordination and facilitation of the partnership. They are independent from the city councils and DHB, and are well positioned to provide practical advice around what No Exceptions means in practice. They also have a key role in linking in with the RSOs

Key steps to planning and rolling out a No Exceptions initiative


In October 2006, under the aegis of DHB Chair, Peter Glensor, the Mayors and officials from the TAs had an initial meeting with SPARC and Sport Wellington Region. It was agreed that a No Exceptions district was an “inspirational target”, and that the initiative should be publicly announced. However, there was also consensus that this declaration was only appropriate once the project had been scoped and an implementation plan outlined.

An initial commitment was then sought for funding to support the scoping of the project and bottom line commitments. The amount was not financially demanding - a total of $5000 each from councils, HVDHB, and SPARC.
