Hutt Valley No Exceptions District Declaration

What is the source of the Hutt Valley No Exceptions initiative?


The No Exceptions Strategy and Implementation Plan 2005-2009 (link to SPARC website) is led and managed by SPARC, in collaboration with other agencies. The strategy’s vision is to have “All people participating in physical recreation and sport activities of their choice.” The strategy includes the activities of territorial authorities.

The Hutt Valley No Exceptions district is the first example of the strategy being applied in partnership at a regional level. Prior to this, Christchurch City Council’s KiwiAble Action Plan was the only example of a formal ‘fit’ between action at the local level and the strategy.

The Hutt Valley No Exceptions initiative was first raised at a forum organised by Cheryll Graham, Disability Strategic Advisor, HVDHB, to discuss No Exceptions. The forum inspired the DHB Chair, Peter Glensor to advocate for a No Exceptions district. The geographical range of the Hutt Valley No Exceptions district reflects the DHB’s catchment area (encompassing two city councils).

While there was already No Exceptions work being done by the partner organisations, the Hutt Valley No Exceptions district puts this work in a regional context and helps improves local understanding of No Exceptions.

Apart from the No Exceptions strategy, some of the other key drivers behind this partnership are local and central government policies around physical recreation and sport, healthier lifestyles, and tolerant and stronger communities.
