Planning processes and partnership model around the Centre of Excellence at QEII

The work around development of QEII has identified examples of good planning practice:

  • The first stage of planning looked at an existing facility and assessed what mutually beneficial opportunities were possible in the context of the facility’s redevelopment. The Council contracted the Academy initially to undertake a comprehensive feasibility study and development plan for the Centre of Excellence concept. This demonstrated the market, opportunity and costs.
  • The second stage entailed development of a comprehensive partnership agreement, including a memorandum of understanding (MOU), which includes mutual obligations and principles for operation. The MOU also includes a funding schedule, targets for the establishment of the facility, and mechanisms for reporting and reviewing progress toward these targets. These arrangements provide a clear guide to the partnership.
A working model – Partnership and pathways from community to high performance

The partnerships in Dunedin and Christchurch involve connecting local authorities, community investment and high profile sport. These connections are being made through investments in facilities where some of the gaps between physical recreation, competitive sports and high performance are bridged. Other elements of the partnerships include:

  • Working around common goals
  • Developing people
  • Developing facilities
  • Providing resources for communities
  • Providing opportunities to profile cities or regions
  • Attracting intellectual capital to the Cities by way of coaches, service providers and visiting high performance specialists

This is part of an ongoing and innovative approach, strengthening the connection between local authorities, community investment and high profile sport in the South Island.
