2007 High Performance Project Based Investment Process
Between August and November 2007 SPARC will be implementing the second year of the High Performance Project Based Investment process. During this process project investment for 2007 will be reviewed, and decisions on 2008 investment will be made.
Process Changes
This year’s process will be similar to that implemented in 2006, however a review of last year’s application process indicated that NSOs felt the process was too demanding in terms of the time taken to develop the applications, and as such some changes have been made.
As per 2006, all investment applicants will be asked to complete and submit an Executive Summary application template. However, in an effort to simplify and improve the application process, this year applicants will be asked only to submit the Executive Summary in advance of the submission deadline. A fully detailed High Performance Plan is not required.
Following receipt of the applications, face-to-face meetings may be arranged between the NSO and the investment panel in which the NSO will have the opportunity to present the key components of the project plan, and address any questions that the panel may have. It is felt that this process will give the NSOs a better opportunity to ensure they convey all of the crucial information, enabling the investment panel to make more informed decisions. The meetings will be scheduled within a two week window from 8-19 October, and are likely to be conducted in both Auckland and Wellington.

Investment Decision Criteria
Assessment of the applications will be based on the following criteria:
- Ability to contribute to SPARC’s High Performance objectives
- Creditable 2008 Olympic Games performances (ability to move beyond first round for team sports, top 16 placing for individual sports);
- Medal winning world championship / world cup performances;
- Medal winning Paralympic Games performances;
- Medal winning Commonwealth Games performances;
- Creditable 2010 Winter Olympic Games performances.
- The likely success of the project
- A clear, succinct plan of how the outcome will be achieved;
- The track record of the NSO to successfully implement high performance projects;
- Availability of athletes, coaches, support personnel to implement the project;
- An understanding of what it takes to achieve the outcome, and an ability to monitor progress towards it;
- Identification of likely risks that might prevent success, and how these will be managed.
All projects will be weighed up in relation to each other, and their ability to deliver outcomes aligned to SPARC’s high performance strategy. An ability to meet the above criteria does not guarantee investment. Final decisions are at the discretion of the SPARC Board.
Investment Panel
The investment panel that will assess the applications and make recommendations to the SPARC Board will be made up of four SPARC representatives, likely to include the General Manager Sector Development, General Manager Corporate Services, Manager High Performance, and Senior Advisor Performance Analysis. One person external to SPARC may also be included on the panel.
Key Dates
The key dates for the 2007 process include:
28 September: Deadline for submission of applications
8-19 October: Meetings between NSOs and the investment panel
14 November: SPARC Board meeting to review investment recommendations
19 November: Communication of investment decisions
1 January 2008: Investment payments begin
