9: Human/health impact assessments

Initiative 9 involves using human/health impact assessments (HIA) when proposing new policy or legislation.

An HIA is a tool used to assess policies for their potential effect on the health of the population; and the distribution of those effects within the population.

Applying the HIA tool during the policy development stage allows early recognition of the human/health effects, and can inform policy development.

Similar approaches are popular internationally to protect and promote population health, and are considered useful in the fight against chronic disease.

 What's happening?
  • The responsibility for undertaking HIA will reside with the agency developing the policy and would be made explicit in the Cabinet process.
  • To support agencies the Ministry of Health has established an HIA Support Unit to work across central and local government.  The team will promote and support the use of HIA and act as a resource for evidence and evaluation. 
 Who's involved?

The Ministry of Health is the lead agency for this initiative.
