Key result areas
The Key Result Areas have been chosen by considering the environment and how Te Ropu Manaaki can add value to SPARC. They are the critical few that will contribute most toward achieving the Vision.
The Key Result Areas (KRAs) are:
- KRA 1 - Ensure all activities of SPARC are culturally appropriate to Maori
- KRA 2 - Provide strategic sdvice to SPARC to increase Maori participation in the sector
- KRA 3 - Facilitate communication with iwi, hapu and Maori communities and organisations and to increase stakeholder participation.
Key Result Area 1
Ensure all activities of SPARC are culturally appropriate to Maori
SPARC is required to meet this obligation under section 8(f) of the Sport and Recreation New Zealand Act 2002). Te Ropu Manaaki, as key advisor on things Maori, sees this as a key result area to:
- build SPARC's responsiveness to Maori, and
- increase the ability of Maori to participate in the sector.
This area is critical for SPARC to be a successful organisation. The goals below outline the advice that Te Ropu Manaaki seeks to address, as expert advisors, to help develop the capability of SPARC to address Maori needs effectively. The Taha Maori strategy will be a key focus for Te Ropu Manaaki, as will developing SPARC's business systems and internal protocols to reflect Maori needs in the community. While the focus is on advice to SPARC, the end outcome is focussed on demonstrable change within the communities that SPARC ultimately serves.

Key Result Area 2
Provide strategic advice to SPARC to increase Maori participation in the sector
The key focus is strengthening the relationship with SPARC through the Board. Having the ability to meet with the Board on a regular basis, developing and agreeing on a work plan, agreeing performance measures with the Board and input directly into key SPARC documents will have a positive impact on the effectiveness of Te Ropu Manaaki and the relationship with SPARC.
Building an evidence base through research will be a key component to ensure that advice given to the Board is relevant, up to date and robust. The nature of this will be outlined in a strategy to be developed and ratified with the Board. It is imperative that Te Ropu Manaaki are able to articulate the particular needs, strengths and opportunities, as well as the challenges facing Maori and the sport and recreation sector through this work stream.

Key Result Area 3
Facilitate communication with iwi, hapu and Maori communities and organisations, and to increase stakeholder participation
This area is where Te Ropu Manaaki is in a privileged position as advisors to SPARC. While the primary relationship is with SPARC, Te Ropu Manaaki needs to develop a strategy to guide how it works within the 'public' arena. This will entail agreeing on how Te Ropu Manaaki consults with iwi, hapu and Maori communities and facilitates the link between Maori and SPARC. A key activity will be as simple as promoting the role and functions of Te Ropu Manaaki to Maori and the wider sector.
Building relationships between iwi, hapu, Maori communities, Maori sporting bodies and SPARC will be a key objective and role for Te Ropu Manaaki. The issues as seen by Maori need to be articulated in order for SPARC to play a proactive and effective role in assisting the development of the sector to achieve success for, and more importantly, with Maori.
